What is it?
The R-22348 packet includes technical notes that call for packaged equipment to be independently third-party labeled as a system for its intended use, with references to UL, OSHA, NFPA 70, and the National Electrical Code. The packet also includes notes about flame and smoke hazard ratings using ASTM E-84, NFPA 225, and UL 723, and plumbing material references such as lead-free and NSF 61. Those are important details because components and assemblies have to be acceptable for their intended use.
But standards references are not the same thing as a finished certificate for every component in the ADU. The buyer still needs product submittals, model numbers, listing marks, installation instructions, and inspection-ready documents for the equipment and materials actually selected. A serious project file turns those standards into a document checklist.
This is where disciplined procurement makes the product easier to build. The factory, importer, installer, and local contractor should all be looking at the same component list. If the plan notes require listed equipment, rated assemblies, lead-free potable-water components, or specific fire/smoke performance, then substitutions need documented equal-or-better evidence before they are accepted into the project.

A product can be listed for one use and not another. The submittal should show the intended use, location, rating, and installation method that matches the ADU plan.
Local officials may ask for listed equipment evidence, fire-rated assembly information, plumbing material compliance, or installation instructions. A complete packet reduces delays.
If a contractor swaps equipment or materials, the substitute needs equal or better documentation. A cheaper component with missing listing evidence can damage the approval path.
Keep the final component list, certificates, listings, inspection records, and warranty documents together. That becomes the owner's evidence file after completion.

Any seller can mention UL, ASTM, NFPA, or NSF in a sentence. A serious project turns those names into a submittal packet with actual product data. The inspector and installer need to know the equipment model, listing mark, installation method, rating, intended use, and whether the listed assembly matches the approved plan.
This matters especially when a product moves through multiple hands: manufacturer, importer, freight handler, installer, local contractor, trade subcontractors, and building official.
